No limit to how many can join a caravan group as long as they are in the leader's group. Tell caravan to join, all parties in the group need to tell their caravan driver this. Then do a room test: leave room, return to room to see if the caravan is indeed joined. Sometimes you have to tell the caravan driver twice.
