I think part of the problem with armor rank boosters is that the only time you'd see them in action are settings where you're getting hit often enough to notice the difference, and more often than not you probably wouldn't be in that setting, anyway.
Weapon boosters can be tested better ("It normally takes me 6-8 hits to kill this, but with my ranks up it only takes 5-7") but how often are people testing how many hits until they're killed?
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

To be fair, that was done in test, this is also a little bit of a moot point as the GMs stated shortly after 3.0 that they agreed YS was lackluster and put it on the list for review. Problem is we're one of the guilds in the ominous "Received too much development recently" list, so we're(perhaps rightly so) on the back burner until most of 3.1, especially the bardic onslaught, is resolved... At least that is my understanding, aside from bug fixes.
