Could it also be made to freeze water balls into snowballs? Or just give us a way to specify which we summon.

Why don't you TRY it first?

You gesture at the frost-bladed scythe, and it glows briefly. Focusing your cantrip on the scythe, you examine its magical pattern and attempt to reinforce the elemental structure where it is melting. After your manipulations, you sense that the magical decay of the scythe should be halted for about 12 anlaen and 8 roisaen.
Roundtime: 1 seconds

You gesture at the large stone fist, and it glows briefly. Focusing your cantrip on the fist, you examine its magical pattern and attempt to reinforce the elemental structure where it is crumbling. After your manipulations, you sense that the magical decay of the fist should be halted for about 12 anlaen.
You sense that you cannot push the duration of the cantrip's effect beyond 12 anlaen.
Roundtime: 1 second

Why does one of them cap at 12 anlaen while the other does not?

Probably because I forgot to add a few lines of code in there somewhere.

Never fear, I'm rewriting the cantrips (again) and squishing what I hope are all of the remaining bugs/annoying features that have managed to survive thus far.

Add a line to the water globe cantrip that removes ES.

No I don't have an explanation.

I think it would be cool if Crystallize Ice could also be used on flowers and other pickables to preserve them. :D

Except you know... freezing tends to do bad things to plants. Expanding water, bursting cells... all that sorta good stuff.

Rimefang has a specific duration balanced directly against its usefulness. Introducing extra duration for no extra cost would not be appropriate and defy the original balance of the spell.

Also you can recast it to refresh the duration.
