Recently returned after being off awhile.

When did this happen and why? Where can I read about the justification for it.

rimefang...fire rain etc.

Far cry from what it was before.

Hmmm have been playing with it a bit. It's not as bad as I initially thought. But you need to cast them at the max you can put into them.

Still fire rain should be changed to fire DRIZZLE

Not my experience at all. Maybe you can elaborate. What are you hunting? Even against Celps which are immune to fire, fire ran does good damage.
