It being a debilitation spell now and the fact that it's in the Electric spellbook, I doubt that it's intended to ignite naphtha anymore. I'm guessing it did it back in 1.0 or 2.0. You need a source of fire to ignite naphtha now, and it generally has to be offensive in nature like a TM spell, a thrown item, or a weapon with fire damage (I think).

There may be some other ways for WMs to ignite naphtha that I'm not aware of since I don't have a high level WM.

Back in the day it would ignite naptha, and it was glorious. Now you need a source of fire damage and you have to hit (iirc) the specific area that was doused in naptha.
