I noticed epedia lists Flame Shockwave as a metaspell. I asked Gauthus about it, he told me to seek my own answer. Is Flame Shockwave a scroll spell only? Can we learn it from elsewhere? I am toying with the idea of wanting it. Thanks!

I don't believe any spell scrolls are quest items.
In fact, I don't believe you can get scrolls as a quest item, from any current paid quest.
I'm pulling this out of thin air, but I also think only clerics have quest-spells (MF, Rezz, and FoU).
Which is the long and somewhat pointless way of saying that it's a scroll spell in the normal scroll system. Unless it hasn't been added to the scroll drop system, in which case you can't get it at all.

Keep asking. It's a metaspell so only useful to a very small population. In the last couple of weeks another war mage was looking for one and found one on the gweth. Get in touch with anyone who advertises scroll purchasing or buying and have them keep an eye out for you. Like any other hard to find item, contracting a Trader who deals in scrolls to track one down for you is probably the quickest way to find the scroll you're looking for.
Offering a generous price up front is another way to find a scroll quickly. There's a lot of people with piles of scrolls that just aren't in the mood to go through them. Offer 100 or 200 plat to incentivize them to go looking for a scroll that's probably worth only 10 to 0 plat.
