Thats a bit unbelivable heh. 40,000 volts is about what it takes to give you a shock from touching a doorknob after walking across carpet. The problem isn't voltage, its the current needed to do some damage ie. set things on fire, kill people... You couldn't have generated the amperage needed to do those things unless you had a car battery or twelve sewn into some sort of conductive mesh of a jacket and pants :p
Mythbusters a few weeks ago tried to make a static discharge cannon using PCB pipe and sandblasting it. Unfortunately even after "upgrading" it they still couldn't get enough power out of it to be more than a colorful toy. We can always hope though :) There's a few car mechanics I'd like to SD right about now...

Thats a real story, heard it on B&T this morning.
Also it's PCV(poli cloride vynal) pipe.
