As a ghost I can sigh. I can talk. I can't hum, sing, whistle, or a handful of other vocaly-related activities. Any particular reason for this?

There is no particular reason. It all comes down to a matter of how much thought the GM put into designing the verb. Considering the myriad states a character can exist in, overlooking a few is not surprising.
