I'd love to see a verb that would suggest the person was about to cry.
So-and-so's eyes begin to fill with tears as her/his lower lip quivers.
Something along those lines!

I was just about to ask how anyone would know what the options for this verb were...until I realized when you are covered in ash you can only have 1 messaging for cry.
