Also, Two ides. 1) Make it so that if a tone or target fails, the speech itself fails in the same way that a bad speech verb does. 2) Add a laugh mode that can be heard in adjacent rooms the same way yell is.

I'm sure this is a longshot, but I'm reminded of the gnomes on the Dhu Gillywhack and how they emitted/spoke...
I'd rather see rasp as a speech verb, then as a tone. In fact, it makes more set to me, because raspy is a vocal quality, not a speaking style.

I like it, because it adds flavor. The only 'issue' to me was that I had to be sure the merchant was highlighted, because otherwise I would miss important information during a room full of standard merchant event screaming scroll.
Although, in a perfect world, maybe there would be a couple different verbs the merchant could use, to prevent monotony, etc. Heck, I get annoyed using the same tone.

In truth... I'm not a fan.
To elaborate on that, I used to be. However, with the speech engine being so much more robust nowadays... it seems almost restrictive. The tones and speech verbs are, in my opinion, the strongest mechanical RP tools we have. A single, set speech verb almost seems like a step backwards.
