I wish there were a way to make the tones something other than adverbs. Adverbs are great sometimes, but some words don't really lend themselves to -- adverbalization? Adverbification? Adverberation? You know what I mean. That way, words like "puzzled" and "disconcerted" and "baffled" could fit. I'm trying to think of a way it could be done without becoming grammatically horrible, though, and it's tough to pick something that could be used uniformly the way adverbs are. Maybe "with a _ tone," where the blank is an adjective of choice? "Charactername sounds _ and says, "Blah blah blah?"
I don't know how practical that is, but it'd be great to mix things up broaden possibilities even more.

Or possibly:
Character says, "Yadda, yadda", sounding puzzled.
I know my suggestions are sort of clunky, but I saw the existence of intoxicated, peeved, interested, and on and on so I thought the easily befuddled deserved some more options.

I'm still trying to get used to tones: remembering that they exist, which ones are available, and how to use them so I haven't much dabbled in speech verbs. Also, I have visions of this happening: http://img2.wikia.nocookie.net/__cb20130106050430/gsguide/images/4/4a/Elite-speaking.jpg.
I did skim the list and I'm not seeing a real good fit for this particular situation. Stammer and stutter are possibilities, but those seem to suggest nervousness more than an outright failure to understand.

Just thought I would drop this here too-- Sometime back I made a speech verb and tone list that was broken up by "feeling," because I kept wishing I had a certain tone and couldn't remember what it was, and skimming an alphabetical list wasn't helping... It is up to date as far as I know, with some new tones added fairly recently. Tab 1 is tones, tab 2 is speech verbs, and some verbs appear multiple times, where their definition is a little nebulous.
