Hang around long enough and with GMs wanting to make all races a rainbow, sugar filled candy dreamland.... I'm sure someone will find a way to spin how it's not fair that F2P players are being discriminated against in the game and should be allowed citizenship.

At present, no. Citizenship is limited to paid accounts presently.
