The only options I see are dirtokh potions which require 3 essences of water each and 1 t'ayanad crystal each or 411 oils which require 2 elemental cores each and I'd need to relocate to Zul Logoth or Teras to buy the guild items. Are there any easier options I'm missing?
Also, where's the alchemist shop in Icemule? I can't find it.

I think the 411 option was the only one available when I was doing these reps; but if I were doing it now, I'd go for the dirtokh potion. It has better resale value, or you can use the potion yourself. If you're premium, you might be able to find someone who lives on Teras who'd be willing to buy you the stuff and exchange with you in Mist Harbor.
The alchemy shop in Icemule is hidden on the second floor, at the end opposite the staircase. I'm not sure if its exact location is a supersecret puzzle or something.

I think I did Dirtokh potions up until 36. The essence of water is regularly available in the Icemule alchemy shop which is located underneath Icemule Trace (enter the fog in the NW part of the town then W S GO BURROW.
Once I hit 36 I started making lesser elemental focus potions which are a bit pricier if you don't have a large supply of blue sapphires but only require 1 essence of water.
