Okay, say I have some 4x metal breastplate, and I don't feel like purchasing 4x full plate. Aside from encumbrance, is there ANY downside to just tacking on armor accessories to upgrade all the way to full plate? Would I functionally have a 4x full plate, or do I lose enchant/df/avd in some way off the armor accessories?
Also, what about hands? I'm seeing armguards, but not gauntlets. Would I not get plate coverage on the hands as a downside?

Pretty sure hands are covered by arm greaves and full plate.
I think it is possible to assemble a suit of full plate at just about the same benefit, or possibly more benefit, than an actual full suit of plate.
Enchant goes to the metal breast plate. If I am not wrong whatever that is is added to your DS. Whatever other benefit your MBP has is also added. Enhancive, spiked, reactive flared, etc.
Adding arm greaves, leg greaves, and a helm with any other qualities would add to the set. Enhancives mainly would be the biggest desirable addition, padding is possible I believe.
All of these items can be lightened and if I am not mistaken can weight the same amount, together, as a suit of platemail.
I am sure someone will correct me here if I am wrong.

Metal breastplate with accessories weighs less then fullplate but at the same time you only get negative encumbrance from lightening your torso armor, so for the most part you can carry more with max light fullplate then you can metal breastplate with accessories. You also only get the CvA and AvD of your base armor, the only thing that adding accessories changes for metal breastplate is the crit divisor of the covered locations.

Might be worth it then. As it stands, the character can't afford to get a new set of 4x armor as he works his way up to full plate, and has been stuck in 0x MBP for a while. I'd like to invest in something enchanted, but full plate is costly, and its either full plate and wait for 15 more levels until he can wear it, or 4x MBP and then upgrade it.

Accessories are only worth wearing if they have some special property such as an enhancive. If they have that, you'll want to wear them whether its plate or MBP underneath, and if they don't, they aren't doing much for you even if its MBP underneath.
Max light full plate with accessories worn on top of it actually encumbers you less than max light MBP without any accessories. Vultite full plate without any additional lightening provides enough free encumbrance (15) to cover accessories on top of it (3*4=12). You should be able to afford vultite if you have the ranks to wear it.
If nothing is actually casting CS spells at you, and you are not a halfling desperate for the free encumbrance, you are probably better off wearing MBP. You will eventually need full plate for CvA when you are up against CS casters, and you need to be trained for it in order to wear enhancive flaring helms, but the action penalty isn't worth the other benefits.

Also remember that adding a helm to any partial coverage armor automatically makes your coverage full body. No matter if the helm, logic-wise, is just protecting the head on top of your partial coverage armor. For example, adding just a helm to metal breastplate takes you all the way up to full plate coverage without needing to add any of the other armor accessories. It's just a small quirk of how our armor system works.

Yep, I am aware of that. I have a helmet lined up, but its not touching my body until 130-140 ranks. Its more a matter of if I want to sit with the chain crit divisor on my hands, arms, and legs for SUCH a training gap (27-41ish).

Armor accessories only provide increased critical damage protection for the covered area. Any uncovered area has the critical divisor of the next lower armor group.
Adding a helm to MBP does not add plate critical protection to the limbs.
MBP has plate DFs for all body locations with the exception of unarmed combat attacks. Damage factors with UAC are based on the worn armor covered areas only. Unprotected areas receive the next lower armor group DF. These DFs are not affected by armor accessories.
An unarmed attack against a target in augmented breastplate (torso/arm coverage) and wearing a helm will have the following DFs.
Plate: Chest, Abs, Back, Arms/Hands
Chain: Head, Neck, Eyes, Legs
