I have a very quick question about Voln Armor. Can it be padded via premium points and if so what is the additional cost past the level of enchant?

This is correct. So take my 8x T4 plate. It can flare with up to half the enchant bonus (+37) so +18 (or +19) points of padding. For the purposes of PPs, it should be treated as always having +18 crit padding.
