Can someone please explain what this means?
>>The top-level restriction is calculated according to (20 - summation seed 1 of (caster's ranks/2)). For example, a caster with 50 Magic Item Use ranks waving a smooth amber wand at a target will cause it to be unable to cast spells of level 14 or higher.
Thanks.

This one is a little confusing, even when you understand how the summation chart works.
When the caster (waver/invoker) of 1708 has the number of ranks listed in the first column, the target may not cast any spells equal to or greater than the level listed in the second column.
