It's not clear to me what you're asking, since it appears you answered your own question. Or what makes you think it would be a bug?

My vague recollection is that to read, as opposed to invoke, a scroll you need AS skill equal to five times the level of the spell. So for the first 10 spell levels, you need one AS rank per level. But after that, you have to take the 5/4/3/2/1 diminishing returns into account. A level 20 scroll would require 100 skill in AS, which is 24 ranks.

That is incorrect. The Arcane Symbols rank vs. spell level assumption to read a scroll only works up to spell level 10. You cannot read a level 11 spell from a scroll with 11 Arcane Symbol ranks, it requires 12 ranks. It requires 70 Arcane Symbol ranks to read Fash'lo'nae's Gift (1750). The formula is: if the spell level is 20 or less, it requires Arcane Symbols skill of (spell level * 5) to read. If the spell level is 21 - 40, it requires Arcane Symbols skill of (100 + ((spell level - 20) * 3). If the spell level is greater than 40, it Arcane Symbols skill of (160 + (spell level - 40)).
