Not yet officially posted, but apparently the F2P policy is different than the subscriber policy for violations. Two strikes and you're out - permanently.
Just a head's up to folks trying out F2P model. If you find you care about your account, be extra vigilant. The policy will hopefully be updated soon as there is no currently published way to know the consequences, but if you get 2 infractions, your account gets permanently banned.
While I completely agree with the policy for F2P accounts, there are probably better ways to handle this. I don't know what happens to F2P accounts with unused simucoins. I would hope they get refunded since there would be no way to ever redeem them.
Personally, the better method of handing this infraction is to delete the character permanently, and force F2P accounts to start fresh. That would at least give the customer an opportunity to use their simucoins and if they don't want to waste that expense, they'll be sure to follow the rules!
You lose more customers with heavy-handed policy enforcement. Resetting a person's progression sends a super powerful message, and they'll either keep playing in order to spend currency they have already purchased, or they'll be done with the game anyway. Banning the account sends the message "we don't want you here", and loses the potential for revenue from a customer you might have kept otherwise.
