As of tonight, Damage Padding Flares (aka Bubble Flares, Resonating Flares) have been updated to work with runestaves. With this update, they've gained a loresong, an analyze, the verb RUB, and just some messaging updates so you can tell the different between normal ones and phenom (or higher). So you might be able to get your runestaff fix at a festival near you.

With that said... There was a bug that I found in the phenom version, the ones that provided the phenom levels of damage padding instead of the heavy amount. They weren't providing all that glorious damage padding for roughly 60 seconds! But that should be resolved! Those who own the phenom sets should see a noticeable difference!
