What is the cheapest way to buy 4x stuff in game? 4x runestaves cost 100k or so at the pawn which seems kind of steep and it's hard to figure out what enchant the armors are. Is there maybe a town armory or weaponry that is known as having cheap 4x items?

I did and found a +22 runestaff with a mana flare for 50k and 4x doubles for 25k. Much more reasonable! Thank you.

For the mana flares, keep it in your hand even while you're spelling up; it flares even for defensive or utility spells. AoE/mass spells, too, which makes it unique among flares.
