Shield re-sizing was offered last year, is it offered in 2013?
will other changes like re-sizing be offered this year?

Yes, but it is a pretty rare service. There have been services for it offered within an AG and also any ASG to any other ASG (extremely rare).

More than extremely. Hell, might as well call it non-existent in modern GS. Last time I saw ASG changes to any ASG was early GS3. The few times its been offered in recent memory (which hasn't been much) was within the armor class it already was.

Huh, I wonder why. Perhaps its to prevent people from gradually taking high end armors from slightly more commonly found AsGs to more highly in demand AsGs?
I can see why "between armor group" shifts would be big though. AsG shifts don't seem all that game breaking to me . . . maybe there can be a flag on them indicating that the items can go through no more than 1 shift? I'd be interested in seeing a service like this, but I suppose if its that high-end, then there is nothing that can be done about it.
