Can something get done so that 402 doesn't generate the abominable amounts of scroll that happens when high level squares are preparing for a bandit hunt? If its design means its not supposed to be able to be stacked for a long duration, make it refreshable only, and if it is supposed to be stackable for long durations, give it a sensible duration off a single action even if that action is incant 402 99 rather than changing the duraction for a single cast.
Utility spells in general seems to be intended to have a short duration. Off the top of my head:
402 - Presence
403 - Lock Pick Enhancement
404 - Disarm Enhancement
603 - Foraging
604 - Skinning
Interestingly, in some respects I would have placed 104 - Disease Resistance and 105 - Poison Resistance in the same category (I am not advocating that the duration on these spell be reduced) so maybe there is hope for 402, 403, 404 in the upcoming elemental lore review.
As suggested, I would agree that "Incant 402 x" should work to cast the spell for an extended duration based on Mana Control training as it does for other spells. This feels like more of a bug than a design intent in my book as I can't think of a logical reason for excluding it from this feature.
As a side note, utility spells is one of the areas where using 1750 - Fash'lo'nae's Gift really shines vs. casting them from a scroll or magic item in that you can give yourself up to four hours of a utility spell with one use of 1750 vs. having to use a large number of casts off a scroll/magic item (mileage may vary based on your skill in casting 1750).
