So the update to 415 sort of begs the question about the way we treat minor spell circle CS in GS. We know that people are probably not going to train heavily in those spell circles- it's designed that way- but we don't really build in enough buffer to ensure warding success (this is particularly true for hybrid casters).
It's poor design. What about finally just giving phantom CS based on the user's primary spell circle ranks? I realize this sounds much simpler than it actually is, but there are a host of warding-based spells in minor elemental and minor spiritual that are largely unused due to this problem.

A solution to this problem would be to modify how Elemental Targeting (425) works. Instead of making the spell be a mandatory training in order to maintain viable CS/TD ratios, they do what they did to Wall of Force and Wizard's Shield and set the spell to have a very short duration. Creature TDs would be dropped accordingly, and if you wished to make use of a minor list offensive spell, you'd expend the mana to gain an advantage from Targeting, rather than just maintaining the baseline.
