inner harmony
Description: This is a Martial Stance. You focus yourself in order to shake off many negative spell effects. You have a 75% chance at rank 1, and a 100% chance at rank 2, to shake off a negative spell effect every 30 seconds. At rank 3, you may shake off a negative spell effect immediately upon assuming the stance.
So I don't quite understand the wording here...I was unable to assume a martial stance while webbed at rank 1...is that something I can do if I have 3 ranks?

No, but you'd be able to assume harmony if you got silenced, for example. Sounds, interdiction, power sink, corrupt essence, curse, song of depression, song of rage, calm, interference, frenzy, weapon deflection, elemental saturation, slow, and yes, even immolation can all be dispelled upon activating inner harmony, assuming you are not immobilized or stunned.

I believe the way it works is that at Ranks 1 and 2 the stance checks for effects it can dispell every 30 seconds. At Rank 3 you can actually assume the stance when under effects of a spell and it will activate immediately, this works even if you already are using the stance.
In other words it won't immediately activate upon assuming the stance with the first 2 ranks, gotta activate and wait 30 seconds for the first pulse OR already have it up. And yeah webbed is one of the situations where you can't assume it, need to already have it up.
