so I was thinking of getting a few ranks of Arcane symbols so I can read scrolls. I'm very unfamiliar with the system, do I need both symbols and magic item use to use a scroll?

Or is magic item use just for wands and imbedables?

How does scroll readying work? Need 20 ranks of arcane symbols to see a level 20th spell?
