Based on information so far, 40 ranks of summoning lore adds +1 crit rank to plasma flares from 1604. does this lore benefit apply to the flares from 1625 bonding and 1618 as well?

1625 yes. Same exact flare.
1618 I do not believe so as the flare is diety specific and not inherently plasma based.
