Questions:

1. If I'm reading the documentation correctly, one must be a citizen in the town in which you wish to purchase a shop. I'm a citizen of Cysaegir and I don't remember there ever being shops there. Does this limit me from ever buying a shop unless I change citizenship.

2. If I was to switch citizenship in-case above is true, can I switch, but shop, then switch back? Or does one have to maintain citizenship in town shop was originally purchased.

If I am recalling correctly, yes. Since Cysaegir lacks shops, you are kind of having bad luck there. If you buy and then switch, if memory serves me correctly, you can keep the shop but be unable to do anything with it while not being a citizen.

Also, it is just any citizenship and not full citizenship.

I could have sworn I was browsing back in threads and heard Cysaegir mentioned in a "don't give up hope" context. You might want to thumb back a ways. And remember that once THIS hurdle is overcome, I can only imagine other enhancements to the system will be considered to follow.
