What's the going rate for 4->5x, 5->6x, 6->7x?
How much time does each take?
Assume normal item, no enhancive or otherwise unusual properties.

Can't speak to prices, but as far as durations go, based upon my current 4x->7x project, you're looking at around 24 days, 44 days, and 79 days, respectively. Those number are for each enchant, not cumulative -- the total 4x to 7x time is about 147 days.

I generally just quote people 1 month, 2 months, and 3 months and come in a few days ahead of schedule.
When I am doing work for others I effectively charge 2 million silvers per month worked.
4x-5x 2 million
5x-6x 4 million
6x-7x 6 million
Some people charge less, some charge more, some will do it for free if you ask nicely. My experience with the rates I charge is that I have never had an issue finding customers or selling items that I have enchanted for at least my enchanting rate.
One thing to consider if you are going to hire an enchanter is to make sure they are reputable. People have posted stories about giving their item over to an enchanter only to have the enchanter vanish from the lands with their item. Also may want to check how much experience the enchanter has and their enchanting policies. Some items that vary from enchanter to enchanter:
- How much do you pay up front and how much upon receipt of your enchanted item?
- who pays for the potions?
- What happens if there is a failure that reduces the enchant on your item?
- what happens if your item is destroyed, do you get a full or partial refund?
