does it flare? I know runestaves flare with 616. just did a fixskill to take advantage of that. the staff doesn't seem to flare with 635, both casting openly and AT a critter. is this intentional? please let me know, it would be exciting to take advantage of this training plan by having my staff flare with 635.

Only spells of war that have a single target trigger damage causing runestaff flares.
Spells like Nature's Fury and Major Elemental Wave do not have a specific "target" regardless of what you cast at (they affect the entire area around the caster's group) and therefore do not trigger runestaff flares. You could technically cast Nature's Fury at your runestaff and it would still attempt to damage critters and characters not joined to the caster.
Ball Spells and Boil Earth are examples of spells that have a single target, but also have potential to strike multiple secondary targets. The secondary damage does not trigger additional runestaff flares. Only the original target gets a taste.
In the case of a runestaff, there is also...
Mana flares: these are flares which trigger after a spell is cast to return mana to the caster.
Mana flares can trigger when casting any spell.
