I received one of the locking skull rings last year as a prize at the Ebon Gate Festival, but haven't used it.
My understanding is that these rings attune to the owner. What exactly attunes the ring to you? Getting it?
Is there some way to tell if the ring is attuned?

Good questions. Skull rings have been updated to reflect if they are attuned. You can now ANALYZE to get some information. You can also CAST Elemental Detection (405) to get detailed information on who the ring is attuned to (if anyone) and when it was last attuned.
The rings now can be reset once every 30 days.
The rings also have a submenu now if you click on them in StormFront.
With this update, some longstanding typos were cleaned up, and some minor updates to the messaging were applied.
