I'm seeing quite a lot of functional ans fluff changes to guild skills. Any change of an announcement as to whats intended here? It looks like a whole lot of extra stuff was rolled out along with the unarmed mastery release.

UAC gear flare behavious has also changed. Its flaring when it didn't use to on at least some and maybe all guild skills. Its not flaring in an inappropriate way, but I do like to know when something that is an RP tool for me changes from just giving RT to potentially killing the target.

Yes. Part of the Unarmed Specialist release included updates to the way blessed/flaring equipment operates with Cheapshots, as well as Subdue and Subdual Strike.
You may want to use more caution when role-playing around with your friends and using flaring equipment.

What about partner reps? I avoid wearing gear that flares during partner reps at all times because I'd forget to take it off for reps. Do I need to stop using flaring UAC footgear as well as leg greaves?

Yes. As well as any armor that has coverage in those areas (arms & legs) that may cause it to flare.
