Do flares on a shield have a chance to react when you block, or only when you use it as a weapon?

Standard elemental flares and spikes only go on offensive shield Cmans. Some non-standard "flares" are different. Banshee flares and adamantine (not sure any shields have been made yet) work when you take a warding attack or when you block an attack respectively. Not sure if anti-magic flares have ever made it on a shield, so no idea on that one.

One caveat to Richard's answer:

If you have a banshee flare shield, they are reactive and flare 1/6 of the time on CS attacks, adding +50 to your TD for 30 seconds.
