If you can train in the shield focus skill or get an ensorcellment, yes.

If you are not wearing armor (AsG0/clothing) then a shield will provide CvA. If you are wearing armor of any type at all, then the CvA benefit of the shield will be overridden by the armor's CvA.

(Short version: since essentially everyone wears armor, the functional answer is "No.")

Shield but no armor is sometimes seen on critters. If a critter you think should have CvA 25 doesn't, this may be the reason why.

Robes count as armor and enchanted ones have a better CvA then just normal skin, 15 vs 25.
