The image I have in my head for my Bard is a twin-dagger swinging Bard. With a flaring off-hand dagger, and a sonic dagger, I believe this could be highly effective, with flares popping off everywhere.
Here's what I've played with at 31:
Armor Use 1x (til 35 for brig)
Edged 2x
TWC 1x
CM .75x (will go 1x once armor is finished)
PF 1x
Dodging 1x
Climb/Swim .5x each (til 30/40)
Perception .5x
HP 1x
Spells
MnE 25
Bard 15
Lores
Air 1x
Telepathy .5x
Is this a viable plan? It's hard to give up my polearm build, I'm addicted to charge. Any thoughts/suggestions would be appreciated.

You will want to do TWC more than 1x. If not, you will get plenty of 'You have failed to find an opening with your off hand weapon' messages, and your off hand AS will be low.
2x is best, if you can fit it in. 1.5x is okay. 1x is just not good.

As stated before, you want as much TWC as possible. It could be viable, just might take some patients.
I've got a strange Bard build I'm working on myself, though sadly I need to hit level 20 before I can actually start him on this build....so right now he's basically a normal polearm build. Only 5 levels left to go before I change him up....it could be fun.

Another thing to consider, daggers without ambush just don't do much raw damage. Additionally, with Song of Tonis, there is no reason not to upgrade to short swords instead of daggers.
You have too many spells. Stop the telepathy lore around 18 ranks, until you can get TWC up to 2x, at least. Over training in spells is really not worth it for such a physical build as you have. At level 35, you should probably have 416 and 1020, or 410 and 1026. Either run for 1035 or run for 425 but not really go over 1x in spells.

I would suggest going for 425 before 1035. At a lower level bards that go song heavy will have more songs than they can use given their mana pool. With elemental spells you can cast them all ahead of time, and don't have to worry about the higher renewal cost. So my recommendation would be to get up to 1010/1011 and then focus on getting to 425. After that you can decide on whether to get 430, or go back to spellsongs.
Tonis will be a powerful song for a TWC, but without the mana pool to support it (and the lores to increase the haste and extend the duration) it will just quickly leave you with no mana at all.
