I would like some advice on Ranger builds built around ranged sniping

Looks pretty much spot-on to me. The only thing I see missing is Combat Maneuvers, for Shadow Mastery. If you plan to be a sniper you'll want it, for reduced RT and the ability to retain partial AS bonus from Camouflage when sneaking. If points are a problem you could drop Ambush down to 1X for now, and catch up later. Otherwise, looks great.

+1 to what Heathyr said. In addition I'd also 1x in Armor until you have enough to get into brig without penalties. Since rangers don't have access to CMAN VANISH, you'll want to be at least in brig for when you get pulled from hiding since you won't be able to get back into the shadows as fast as a rogue can.

Brig is a good idea. It's 30 ranks for a ranger to train off hindrances, and gives you a spell hindrance of 6%. Shadow Mastery is also a good call, but you can work up to it. You won't be having huge success as a sniper at 21, so think about shooting unaimed from hiding for now. When you can hit the legs reliably, aim for those, then the neck or head. Eyes will have to wait a long time.

Usual route is to get 640 at 40, 120 at 60, then the rest in ranger spells. There are some who will tell you to not train dodge and get 640/120 by 40 then play catch up on dodge until spells are back down to 1x before training more. It is all entirely up to you though as it is your character.
