I have a rogue who just turned 40 trains. She has 5 ranks shadow nmastery, 2 ranks vanish, one rank surge. 18 cman point unassigned as yet. Brawling weapons ans UAC from ambush.
I could get that third rank of vanish, could also get 3 ranks of silent strike, or I could do cutthroat to try and get those spell casters. Or maybe some punch and kick mastery, since she uses both a sai and shield, and UAC from ambush.
Suggestions?

You might also want to consider DIVERT. It's great for separating what you're trying to hunt from a crowd or getting that one pesky something that keeps getting in the way to leave the room.

I'd get the third rank of Vanish then start working on Divert next. Being able to Vanish out of an RT lock of any length is too large of an advantage to pass up, and it speeds up combat and is helpful in swarms. That said, divert is an extremely useful skill that can be used to great effect with only 3 ranks or so. It might be 'more fun' to get divert first. Flip a coin. Can't go wrong.
Silent Strike has been made pretty obsolete by Vanish (instantly vanishing after an ambush serves the same effect), and it doesn't work with UAC at all, so you'd be stuck Silent Striking (which is a real expensive unaimed ambush) with a sai or an accidental closed fist. Cutthroat is fun, but as you climb up in levels it starts to become kind of a joke as to how many spell casting creatures are outright immune to it (non-corp, for example). I always wound up using it more in CvC situations, so eventually dropped it all together.

Divert ... hadn't really considered this; have to look at the stamina cost and effect
Cutthroat often ineffective? Hmmm, anyone else find this to be true? Yes, of course non-corp undead would be immune, but what others?
I considered evade mastery, but it seemed a bit expensive for the results. 5% chance per rank?
I should mention I gave up on the rogues guild; too boring and too much of a time sink. So, I have to rely on CM skills alone for combat augmentation.
I notice UAC maneuvers such as punch mastery were not mentioned. That's OK; I have pretty much decided to leave them alone. UAC is SO effective from ambush it doesn't need any augmentation. I'll leave those particular maneuvers for the poor monks.

Ditch Silent Strike. Vanish is Silent Strike, but way better.
Cutthroat is "meh" in a world where you can throat chop for free with guild training (and where anything squishy enough to cutthroat can also be legged and killed, whereas neither works on the scariest casters in the game, non-corp undead). I would encourage you to un-give up on the Rogue Guild just to get gambits and sweep.
Evade mastery is fine but secondary.
Divert is fantastic.
The staples of the stealth rogue build are:
Shadow Mastery
Vanish
Divert
Don't forget to train your armored stealth.
