Strathspey or Tiqal,
Could one of you add high priced gems for sale in each of our guilds? Maybe something along the lines of a 10k, 20k, and 50k gem. It would be nice to have the option to buy an insanely expensive gem for the sake of animation. The cost of the gem would balance the increased duration to the spell.

I vote no on this, its a bandaid. If a diamond can already get you well over an hour, close to two, what does a 50k gem get you? Half a day? Spells cap at 4 hours anyways.
the actual solution to the problem is simply to allow reanimation with an additional cast and gem, but no additional crystals (unless you want to heal wounds or something).

That's not very fair, Viril. There is a fix on the way. If there isn't once the lore review is finished, so be it, i'll be offering pitchforks and carbombs to the masses. Until such a time, throwing silver at the problem does produce better results. The same goes for letting Troll's blood from Grimswarm trolls count at their maximum level. Call them band-aids if you will, but it offers short-term gain in a game where "RSN" is a running joke that never reaches its punchline. I'd rather have the option now than wait seven years for a true fix.

I like the idea of high value gems being available in the guilds and add my voice to its support.
In the short-term, EG is coming up and last year there was a shop (Home of the Art, I think) which had a variety of these kinds of gems. I was really excited to see them and I can say for certain that the enjoyment I got out of animating this last year was directly and only related to having purchased a bunch of them. Previous to getting these high-value gems at EG I just could never get a duration on my animates that made them worth the time and effort, and I that's coming from someone who was really trying to make the best of the situation.
I'm not sure I'm going this year but, if I do, I'll look and if those gems are for sale again I'll put some in Venrath's shop at cost so they'll be available longer than just the EG week.

teh grimswarm troll thing I view as a bug and should be fixed regardless.
the gem thing is a bandaid, and I actually think the labor involved in implementing it would be equivalent to the labor involved in reanimation, considering to allow reanimation you have to add no additional code, just remove the existing coded block.

It's not very difficult to understand why. Troll kings were, at the time, the highest level trolls one could possibly kill. That was the obvious point to base the design maximum around. If Grimswarm had existed back then, you can bet that the maximum effect you'd see from troll's blood would still be the same, except you'd be getting it from level 100 Grimswarm instead of from level 60-something troll kings - it would just be rescaled because the maximum result is what was designed, regardless of when it was achieved. If anything, you're better off with the status quo than it changing to what you're requesting.
The real question to ask is not "why does it cap at troll king level," but "why is the maximum effect from troll's blood so low?"
