Not sure which shop you're referring to, but Zodi at "In Sprite Of It All" will be returning. She sells winged cloaks in her shop, not to be confused with "Winged Wear" which is another shop entirely. I don't know if that shop is for this festival or not.
Zodi's cloaks have wings attached to the back, and you can display them (for a limited time, at least on lower tiers) and do some interesting things with them. They are also responsive to weather.

With a firm grasp, you tug on the edge of your mulberry silk cape, and a pair of laurel green organza wings unfolds from the back of the garment.

With sheer determination, you squeeze your eyes closed and focus your thoughts on the laurel green organza wings secured on the back of your cape. After a moment, they begin to flutter back and forth, and a feeling of weightlessness surrounds you. You feel yourself lift off the ground, and you begin to hover in mid-air. The nearby chorus from an old tavern ditty startles you, breaking your concentration. You slowly return to the ground.
I always wanted to fly.

Otherwise, it's been a really fun festival with lots of great shops and wonderful interactions!
