Yes, it's in the Eastern Waterway so you need to take a pedal boat to get there. Here is a list of the rooms!

The festival is in the Monsoon Jungle. From Gardenia Commons, head all the way south, through the gate, then follow that path to the end and go through the fence. After that you'll want to get to the top of the Hillside Path, head through the passage to Canopy Approach, go east and the entrance is there, a pathway.
