How are you attempting to buy the items? My best guess if this is your first festival is that you are using ORDER in the shops. Festival shops are not typically built using that command and instead operate more like the pawn shop tables. Inside each shop will be a container or several containers that have items in/on/under/behind them. To check a price on these you can GET the item and the sales clerk will tell you how much it costs, once ready to buy it you would BUY said item while either having enough silvers or a note with enough silver on it in your right hand.
