Ta'Illistim is especially phobic toward demons. 740 was intentially designed with a modicum of risk, one outcome of failure being the unintentional summoning of a hostile major demon.
On July 4, I flubbed a 740 cast on route from Ta'Illistim to the Landing, quickly dispatched the major demon, and spent another 40k on a second chalk to get to the Landing. On July 23, I successfully utilized 740 to return, only to find myself immediately incarcerated for unlawful demon summoning - with a fine of 49k or 22 minutes penalty.
After a day waiting on an assist to inquire about the facts, I was informed that indeed the spell and the justice system were working as intended, and that I should post here if I had concerns about their interaction.
When 725 was (poorly) designed, it was made crystal clear that minor demons were never intended to be much more than fancy role-playing aides. Few sorcerers even bother with them anymore - especially around Ta'Illistim due to the potential hassle of arrest. So be it.
750 is a bitter sore that will apparently never be addressed, leaving 740 as the pinnacle of sorcerous achievement.
While I cede the consistency of penalyzing demon "summoning" in the Ta'Illistim justice system, I would like to reiterate my objection to this clear anti-sorcery bias that remains in game design.

I remember a GM indicating years ago that major failures with 740 could result in arrest. Most people I've inquired of who had these major failures stated that they were not arrested following the accidental summoning. But most of those people also promptly died when the demon appeared. It's probably an issue of the timing of when the deputy "sweeps" the area.
Out of curiosity, had you recently died so that your stats were low when you accidentally summoned the demon?

Your emphasis on minor in that comment is pointless, since the only demons you can summon are minor. Demons are illegal in certain towns, the abhorrence of them in EN is in keeping with the elven response to the Faendryl's use during the undead war. Summon them outside of the town and cover them in an illusion. Pay attention to the game and note when the illusion is going to go down or create an incredibly simple script to re-illusion your demon whenever the messaging comes up.
