I've heard both answers to this question, so hopefully I can get some sort of official word on it...
Are the 2nd floor and 3rd floor of Nelemar separate as far as hunting pressure goes? Or does the entire place fall under the same loot umbrella?

It is based on like level creature hunting pressure and area.
For example you can over hunt wights in the graveyard to the point of bad/little loot, then overhunt the ones in Anwynn castle to poor loot. Then you can go to icemule and start out getting say diamonds at first and hunt them down junk gems and poor loot.
Then you can go to EN and pick on those wights. You'll note the first two places are Landing-centric (but in different areas so on seperate feeds), while the next is up in Mule, and the last is across the dragonspine. Same creature, different zones, each on it's own pipeline to the feeder.
Granted this is just an example cause this particular creature was the first that came to mind that can be found in almost every area of the world. Current hunting pressure by others for each type must be taken into account too.
Works that way with every creature to the best of my knowledge.

To your example though, each type of arch wight is technically a different creature. They spawn with different equipment depending on their area. I think the loot level is by "creature type" but we're discussing three of them:
1. Graveyard arch wights
2. Anwyn arch wights
3. EN arch wights
This is what always makes OTF so interesting because from what I can tell there are different "types" of ithzir in different sections. Ta'Faendryl North ithzir scouts are completely different from marketplace scouts. Just some food for thought.

I thought I expressed that point in a general way. I thought about the gear but didn't point that out.

Now my knowledge of the Rift and OTF is limited but my understanding is each plane and each area of OTF counts as it's own spot. So you can get to the point of over hunting on plane 2 then move on to 3 or 4 for an example of a capped area.

I believe the original question was more along the lines of is the second floor and the third floor different areas even if the same creatures are found in each. You might find combatants, sirens, executioners, radicals on both floors and they are the same level in each location but does their floor spawn change how wealthy they might or might not be. I suppose the best comparison to the rift would be N'care which spawn on both 3 and...5? now. In general you could say two is richer simply because less sentry's, GWE, magus, and possibly even dissemblers are killed compared to the other creature types and those are only located on two except for an occasional straggler.
