Having trouble figuring these out.
Do I have to buy accessories to go with them?
What good do they do me?
I have 60 of each at level 18 and don't recall them from when I played back in the AOL free days.
Type SHIELD INFO and SHIELD LIST to see what you can spend your points on.
Similarly type ARMOR INFO and ARMOR LIST for armor.
Each of the skill/abilities has associated help as well. e.g. SHIELD HELP TFOCUS to get the details on Tower Shield Focus.
I'll leave it to the shield using warriors to make suggestions as to which shield skills you may find more useful.

There are at least a couple threads about shield maneuvers on the PC, I'd suggest you take a look.
