The tomes, scrolls, vellums and prayerbooks found in Vellum? Damn Near Killed 'Em! are NOT unlockable. I just dumped an unholy amount of coins in there, and wasted a considerable amount of time and silver making runestones in anticipation of unlocking a bunch of scrolls. While they'll still be useful, they'll be far less so than expected. Buyer beware.

I posted a bolded message on the wiki list in all caps late Friday night or yesterday about it. They often aren't at free fests.

Thank you for posting the message. I wish I'd seen it. It hasn't been my experience that scrolls found at festivals (even free ones) aren't unlockable, so I was quite disappointed. Lesson learned, I guess.

Correct and intentional. That was how the shop was approved back in late 2010. Were they infuse-able, the very high starting value on some of the scrolls (particularly the Mystic Focus) would lead to many hundreds or even low-thousands total uses over the lifetime of the scroll. We would prefer to save those scrolls for other release methods.
At their current price, you can get 60 charges of Mystic Focus in a single item which weighs half a pound.
