It was asked about on Discord. Sharing them here. The smithy stayed out for a few days in April. These numbers do not include any merchant WPS offered.
March Weighting: 1,249,762,000
March Padding: 929,241,000
April Weighting: 1,632,891,000
April Padding: 2,065,423,000

I questioned the same thing. I triple checked the numbers, each individual service is logged to your character, so I checked that to make sure. It's likely a combination of people who didn't do March or thought April was a new window AND due to the wagon reappearing without announcement.
