Can we get weapon sharpening, or dulling? Or like, whatever would be needed to fill in those uneven enchant metals to make them an even enchant?
Here's a service I'd love to see: re-attuning of attuned items. For when you've got that old character you don't play anymore who has some awesome lizard or rapture cloak or black ora jewelry, etc stuck to them that is now not being utilized. It seems such a waste that these can't, in some rare instances, be transferred.
Self-mana, self-charger, SK item spell swap. Basically. I'd love to see a somewhat risky game where you take your item, spin a wheel, and the spell on it is changed to the spell on the wheel. So that old self mana 101 sword could become a self mana 215 sword... Or a self mana Dark Catalyst sword (targetting would be the same, so it would try to kill you).

I would start with Juramis' list. Since Qortaz left staff, we have not had another GM take up what used to be a regular premie service.

I'm a fan of modifying existing items that have fallen behind today's Gemstone, or maybe just need to be refreshed and improved a bit, and I don't think I'm alone. With care none of these will be game breaking. Here are some example shops:
The Hoof and Claw: Have a pair of gloves that you've worn since well before the new era of unarmed combat where what you wear on your hands can really matter? How about a service that converts existing gauntlets/gloves and boots/shoes/sandals to work with the new unarmed combat system?
Head and Shoulders Knees and Toes: Parts are important, and we've got yours covered! A merchant that will add padding/resistances to partial armors only. Additionally, this shop sells off the shelf partial armors with nifty resistances and padding.
Heat Me and Beat Me: A merchant that specializes in conversions that help us improve old armors (partial and whole) and shields. This merchant adds neck coverage to your favorite helm, making it a greathelm, and perform the ever popular shield conversion. Ok, it's not really that popular, but for those of us who use shields, we do love it, and we're still into converting shield sizes to match the new reality of there being 4 different sizes for shields. Throw in an auction for a couple of AsG conversions and you've got plenty of work to do.

This probably isn't so much a service, but how about a set of "self-calibrating" calipers? Or a set of "perfect" calipers?
I don't know if a set of calibrated calipers is always 100% correct, if they are, the self-calibrating would be a great prize. If they are not always 100% correct, a set of perfect calipers that are always correct would be great. Combine the two options for perfection.

How about a service where you take a slab of metal and turn it into a shield or armor (using the appropriate amount of material from the slab).
Personally I would use this service to make another eonake tower shield but I suspect other folks would be interested in this for other purposes as well.

This might be a good service to offer alongside the slab generator at EG. That said I'm personally against giving non-forgers a use for slabs, which are already ridiculously limited. Perhaps instead of using existing slabs we could have a merchant offering ingots of various metals like we used to see with adamantite, kroderine and zelnorn. Of course if someone wants to add "Forging - Shields", "Forging - Chain Armor" and "Forging - Plate Armor" I would not be sad about that either.

I'd love to see some "recipe sheets" or something that give new manna bread recipes. I'd also like to see the ability to get custom ones maybe as a raffle prize.
So for instance you could buy some new preset ones at a merchant (IE: a well-worn pale gold recipe card: On the card you see the recipe to make a honey-glazed cinnamon and brown sugar loaf) and it would add it to the list of manna breads you can make based on race.

I feel like this partially exists though it might be heavily noun dependant. I think I converted a pinworn container into an otf container because I wanted it to show up layered...though I can't remember where I did this..if in fact I actually did this. There any weird mists or containers in clothier or general shop in landing?

A new service I'd love to see is the ability to swap the enhancive properties from one eligible item to another, kinda like the script-swapping service but for moving enhancives from boring items that don't do anything else to compatible items that already have fun alterations or interesting scripts. So for example, if you had a fun scripted ring with a nice alteration that had no existing enhancive properties, and you also had a gaudy ring with a lot of seemingly random adjectives that did nothing save for being +4 to whatever, you could move the properties from the enhancive ring to the scripted ring. You could theoretically swap the scripts to the enhancive ring and then alter it to look like the original scripted ring instead, but this just cuts out the additional step.
I suppose this could fall under the jurisdiction of Sylinar's Spire as a new, additional service type, but -- much like enhancive permanence is sometimes offered at EG -- I could see this being offered at other events, as well. I know I'd certainly get a lot of use out of it, for one.

Piggy backing Crux's post - maybe partial glamour tattoos or customizing/upgrading current glamour tattoos. I would love if my sigil wasn't just out there all the time and was instead somewhere I could cover up.

Alternatively, not a service, but a product, maybe creating an item similar to the instrument straps that make items wearable and can be restricted based on the capacity of the item. Like if it's not pocketed or has a small pocket the strap works in numerous spots, but if it's a VLA container it only works for back worn or some such, and if MA then belt and up.. something along those lines. Basically I've got a super cool container, with a lock and key, that I wish was worn (and epically deepened, but that's another thing entirely).

They aren't, but the inaccuracy has its uses for sufficiently skilled lockmasters. A bard has a better idea of the lock size from a loresong than I do from a single caliper measurement, but I have a better idea than the bard if I do three.

This would be one of my most sought after services. As a player of many characters and many of them gnomes I find most of them are minimalist sometimes to the extreme. I think if offered this would end up being most easily offered for fluff, jewelry, and clothing. Containers would be the next thing...and sadly I can't see armor being included unless something else is changed about the weight penalties/benefits.
I had a suggestion to possibly piggyback on the expression faire or similiar. What about adding 'premade' verbs that are copied from creatures in the beastiary? There's a number of them out there that have caught my eye and for anyone with favorite hunting grounds some of the creature flavor messaging might be a part of it.
A few examples from memory,
elementals in the bowels will occasionally "turn around emotionlessly"
the golem from duskruin would when standing do something about heaving its mass upright
I remember the kungfu orc guys in ta'illistim around level 15 doing a lot of martial arts or otherwise intimidating gestures.
With all the bipeds in game I'm sure there would be a large number of verbs that would make sense to copy.
I'd say any item EXCEPT armor.
