The nervestaff flares don't use the flare slot (the flare slot used is acuity), so that would mean specifically changing the nervestaff script (presumably to allow for flare choices to be made instead of everyone having the same flares selected) so that's much more unlikely compared to just shifting a standard lightning flaring weapon to fire flaring. So, it's specifically up to the script owner and probably dev.
