I am curious as to the reasoning behind allocating this evenings W/P/S Merchant slots 3 at a time instead of all at once.

Because that's how I chose to run this event. There are some behind-the-scenes reasons as well, but if/when I can run a W/P/S merchant again, I'm open to trying it a different way.
