Looking at scripts related to this, it appears to have run about 9 and a half years ago. I wouldn't be surprised if it was a Platinum only event.

Technically, it also started in Plat. You can still see a remnant of it there when you look at the tree in TSC, where the NPC Qinton posted the names of the people who had thus far found rings. Unfortunately, the GM running the storyline never got to finish it and it just faded into the background.
