So I was casting on stinky cleric Starsha yesterday, and for some reason it was only affecting the buckler she had (she was wearing it at the time), but none of her other armor things were being affected. They weren't under any other spell or anything.

I know DA works worse on other players, but it wasn't even effecting her other things.
